| Abstract: | A city is a system of great complexity and the model information is always incomplete. It is, therefore, suitable to study such an object with the grey system method. A new grey system method for overall urban planning is discussed. It is proposed that there are three proper combinations, namely, the combination between the condition of a city and the national or provincial strategy for overall development, that between experts and the decision making organization and that between qualitative and quantitative analyses plus a 5-5-5 working procedure or the three five method in the new method. The SCGM (1, h) model and SCGM (1,1) model developed in this paper are the new results in the grey system theory and method that provide a new basis for grey system modelling and new approach to the grey forecasting technique. |
