基于数据包络分析的高校科研绩效评价

应用数据包络分析(DEA)模型对我国50所重点院校的科研绩效进行了评价.结果表明,有70%的院校各项效率都达到0.8以上;有15所院校同时为技术有效和规模有效;有31所院校处于规模收益递增状态,所以还应适当地加大科研投入力度.通过计算交叉效率矩阵和相对有效决策单元被引用次数,对相对有效的院校进行了评价,其中有1所院校在两种方法下的效率都是最高的,说明该校科研绩效已经达到一个较高的水平.但也有一些相对有效的院校存在资源配置不均衡和产出不均衡问题,效率具有较大的"伪度".

An Evaluation on the Performance of Scientific Research in Universities Based on Data Envelopment Analysis

A data envelopment analysis was used to evaluate the performance of scientific research in 50 universities.The results indicate that,in more than 70% of these universities,the efficiency is greater than 0.8.The fifteen of these 50 universities are technique and scale efficient.The thirty one universities are in increasing returns to scale.A further evaluation was conducted on relative efficient universities by using cross efficiency matrix(CEM) and efficient DMUs' cited time.The results indicate that,one of these universities' operation and management is very well.It has the largest efficiency by these two methods.But there exists problems in some of the efficient universities.The output of these universities is not balanced,or the resource of these universities is not allotted rationally.
