| 摘 要： | 社会处于全面转型的国家,极易产生群体事件等不稳定因素。当前我国正处于这样的环境。政治制度化的速度与政治参与强度之间的不平衡,是产生群体事件等不稳定因素的制度性根源。因而,要减少群体性事件的发生,确保政治稳定,促进经济又好又快的发展,就要健全我国信访制度,完善人大代表密切联系群众的制度,设立科学合理的政绩考核指标,同时还要宽容媒体、严惩司法腐败。

| Abstract: | During social comprehensive transformation period, mass incidents happen easily. China is in such an environment at present. The imbalance between the speed of political institution and the strength of political participation is the institutional source of mass incidents. Therefore, in order to reduce the number of mass incidents and ensure political stability, as well as rapid and sound economic development, our petition institution should be improved, the institutionalization of the People＇s Congress deputies~ contacting with people must be built. Meanwhile, governments should establish scientific indicators for performance, learn to how to be tolerant of media and punish judiciary corruption severely. |
