西方行政伦理:公共行政理论视野中的嬗变

西方行政伦理随着公共行政理论的演进而不断发生嬗变。传统公共行政范式把行政视为政治的工具,伦理被排斥在公共行政研究的视野外。新公共行政注重行政的公共性和政治性,这直接推动了行政伦理的兴起,但问题重重的行政伦理仍然处于困境中。新公共管理运用经济学和管理学的理论方法研究公共部门,其理论预设偏向于效率价值观,这对行政伦理产生了极大的冲击。民主行政、治理、新公共服务和伦理性的公共行政文化等理论则试图超越新公共管理,行政伦理因此将发生深刻变化。

Ethics in Western administration keeps in constant evolution with thedevelopment of public administration theory.Administration is regarded as a tool of politics by the traditional model of public administration,with the exclusion of ethics from the research of the public administration.New public administration lays stress on its public and political nature,which directly promote the development of administrative ethics.However,with too many of its problems,administration ethics is still in an awkward predicament.New public management applies economics and management science to the study of public departments,therefore,its theory anticipation is partial to the value of efficiency,which greatly affects the public ethics.Theory of democratic administration, government, new public service and ethical public administration culture etc.is trying to surpass new public administration,thus,profound changes will happen to administration ethics.
