| 摘 要： | 基层民主问题是我国政治建设中的一个基本问题,充分发育的社会资本是我国基层民主得以生成和发展的重要机制.社会资本所包含的信任、互惠规范、公民参与网络等要素,对基层民主的建设具有重要的意义:公民参与网络作为社会资本的重要构成部分,能有效地促进公民有序地参与政治生活的习惯;社会资本对有际合作的促进作用,主要是通过信任与互惠而实现;社会资本中的信任有助于培养公民对现行政治体系的认同感.
