基于灰关联分析的农村公共服务供需优先序研究

文章基于我国31省市的农村地区的面板数据,对农村地区在财力约束条件下,基本公共服务供给优先序进行了灰关联分析.实证结果表明:税费改革后,农村地区有限的自有财力和上级转移支付只能优先对农林水事、教育和公共安全加以扶持,而医疗卫生等基本公共服务的支持则相当薄弱,农村地区基本公共服务支出缺口仍然很大.基于实证和农村地区县乡财政存在的共性问题,文章对农村地区基本公共服务供需优先序及相关问题提出了若干政策建议.

Research on the Priority Sequence of Rural Public Service Supply and Demand Based on Gray Correlation Analysis
