| 摘 要： | 立法公开的范围是指立法机关公开信息内容的范围。确立我国立法公开的范围是建构我国立法公开制度的关键内容，应遵循公开为原则保密为例外、利益均衡和公正与效率相结合三项原则，采取三种规则并行的立法模式。

| Abstract: | The scope of legislative publicity refers to the scope of the content of information publicized by the legislature.It's the most important part in establishing the legislative publicity system.To define the scope of legislative publicity must follow three principles,such as fundamental principle with secrecy only as exceptions,balancing of intersts and combining of justice and efficiency.We should use three parallel rules in legislation mode. |
