城乡一体新社区社会管理创新研究--桐乡龙翔街道的调查与思考

“城乡一体新社区”是统筹城乡改革发展中，政府为促进农村社区更好更快地转型而进行的一种有领导、有组织、有计划的自觉行动和制度创新。作为一种介于传统农村社区和城市社区之间的一种新型社区形态，因没有现成建设、管理的经验可循而面临着诸多问题。龙翔作为桐乡市“两新工程”试点单位，目前“1＋6”模式布局的城乡一体新社区正逐步建成，而新社区社会管理薄弱，社区组织不够优化、费用投入不足、服务水平不高、文化重建难度大等问题依然突出，因此研究城乡一体新社区社会管理创新工作意义重大、十分必要。文章从优化社区组织、重建新社区文化等方面提出了加强和创新城乡一体新社区社会管理的对策。

A Study of Social Management About New Community of Integrated Urban and Rural：the Investigation and Reflection on Lung Street of Tongxiang

The new communities of integrated urban and rural are institutional innovation programs in the development of urban and rural reform. It promotes the transformation of rural communities faster and better in an organized, conscious way under the leadership of the government. As a new community , it’s different from the traditional rural communities and urban communities since there is no ready-made construction management experience to follow while facing many problems. Lung Street of Tongxiang as a pilot unit of ＆quot;two new projects＆quot;, is currently undertaking the ＆quot;1 ＋6＆quot; urban layout. Meanwhile , there are some challenges such as weak social management, community organizations not optimized, inadequate investment cost, low service level as well as difficulties in cultural reconstruction. Therefore , it is of great significance and necessary to study the new urban and rural community social management innovation.
