| 摘 要： | 在对2008年度宁波创新型城市建设进行科学评价的基础上，分析了宁波建设创新型城市的现实基础及存在的问题，进而从创新发展理念、广聚创新资源、壮大创新产业、破解创新瓶颈、创新体制机制等方面提出了加快宁波创新型城市建设的对策和建议。

| Abstract: | According to the scientific evaluation, this article analyzed the realistic foundation and the existing problems in the Construction of Innovation-based City in Ningbo. Then it proposed suggestions for accelerating the Construction of Innovation-based City in Ningbo through creating new development ideas, gathering broad resources for innovation, strengthening innovative industries, bottleneck for innovation, and innovating the institutional mechanism and etc. |
