试论地方政府在区域创新中的作用 --以沿海开放区域五城市为例

地方政府是区域创新的主体，在转型期，沿海开放区域之所以能迅速发展，主要得益于政府制度的创新，通过对沿海开放区域大连、苏州、宁波、温州、厦门等五个城市的政府在区域创新中所起作用的比较，主要是指在公共产品供给、公共社会保障、产权的保护、对企业的服务等方面的改革，逐步向市场化过渡。并提出地方政府的行政创新是下一轮深化体制改革的重点。

On Functionality of the Local Government in the District Innovation--With an Example of Open Five Cities of Districts along the Sea and more

The local government is a district corpus that sets up.
