以科技人才为依托 以科技投入为保障——宁波科技成果“春华秋实”

人才、经费是重要的要素资源。1978年以后，宁波市的人才队伍、科技投入处于缓慢增长的趋势。自1999年宁波市全面贯彻落实科教兴市“一号工程”，专业技术人才队伍不断扩大，全社会科技投入不断增加，R＆D经费投入强度不断加大，财政投人力度不断增强，企业已成为创新活动的主体。与此同时，1999年以来，宁波市科技论文数据量快速增加，专利申请、授权数量不断增加。但授权专利结构仍不合理，授权发明专利所占的份额相对较低。

Both talents and expenditures are important resources. The investment in skilled personnel and in science ＆ technology had shown the trend of slow increase in Ningbo for two decades since 1978. With the expansion of professional skilled personnel, the growth of investment in S ＆ T, the increase of R＆D budget and the intensity of financial input in S ＆ T since the implementation of ＂Project One＂ for the promotion of science and education in Ningbo in 1999, the enterprises have been playing the main role in innovation activities. At the same time, the number of scientific papers, patent applications and authorizations has increased rapidly. However, the percentage of invention patents among all patent authorizations is relatively low leading to the imbalance of the structure of patent authorfzations.
