| 摘 要： | 宽严相济的刑事政策，是维护社会治安的长期实践经验的总结，是我国刑事政策在新的历史条件下的发展完善。宽严相济的刑事政策在监狱刑罚执行工作中的体现就是对于那些依照法律规定符合假释条件的犯罪人尽可能多地采用非监禁化处遇、最大化实现假释制度的功能作用，从而改变目前假释适用率低、假释制度资源闲置的现状。

| Abstract: | The criminal policy of loose and strict combination is the result of summing up the practice and experience in social security maintenance,and also the perfection of the criminal policy in the new environment.This policy in the penal implementation in the prison involves probably using the non-imprisonment for those criminals according with the parole terms to develop the role of the parole system,so that the condition of the low rate of parole available and unusable resources can be altered. |
