To study and carry out the spirit of the Fifth Session of the Sixteenth Congress of CPC is to solve some important problems concerning harmonized,overall and sustainable development of colleges and universities under the guidance of the important thought of "the Three Representatives" and the concept of scientific development: increasing the party's ruling ability in colleges and universities,taking a new leap in the development of colleges and universities,pushing forward the reform and innovation in the university system,creating harmonized universities,and strengthening work of political thought in universities.
