政府与市场关系的中国探索：历程、困境与应对

从中国改革历程来看,处理好政府和市场的关系一直是中国改革的核心问题.但由于部门利益作祟、思想观念滞后、行为路径依赖以及制度缺失等原因,导致在改革进程中政府和市场的关系一直没有处理好,因此,在今后的发展改革中,进行科学的制度设计、树立对市场敬畏和政府需“谨言慎行”的理念、转变政府职能,打破部门利益的藩篱就成为破解政府与市场关系困境,合理界定政府和市场边界的重要条件。

The Exploration of Relationship between Government and Market in China： Process,Dilemma and Countermeasures

From Chinese reform process, handling the relationship between the government and the market is one of the cores of reform. However the handling failed to effect because of department interests, background thinking, path - dependent in behavior and the lack of system. Correspondingly, in the further development, importance should be focused on designing the scientific systems, establishing the concept of respecting market and governmental cautious action and speaking, transforming of the governmental function and breaking department interest barriers.
