| Abstract: | This paper points out the basic functions of scientific and technological joumals. The creativity of knowledge is the glorious burdens of the joumals in college in the present situation. The chief editor of the joumals in college is the key factors to finish the task. It is the powerful guarantee of the task to train the editors who have creative consciousness. |
