| 摘 要： | 作为技术创新主体和重要来源的中小企业是活跃市场、促进技术创新的重要力量。促进中小企业技术创新,除了政府部门必须采取多种扶持措施,营造良好的外部环境之外,中小企业更应加强技术创新管理,寻找并采取各种行之有效的对策,提高技术创新的水平与能力。
