本文从财税角度提出了一些农村税费改革后农村公共产品供给问题的一些建议:即清理和解决乡村债务,推进农村基层政权体制改革和城乡配套的改革;建立和完善政府间转移支付制度,使公共财政逐步覆盖农村;建立农村社区公共产品的民主决策机制。

Viewing Supply of Rural Public Goods from the Angle of Finance and Revenue

This paper puts forward some proposals on the rural public goods' supply which follows the reform of rural taxes and administrative charges: it's about getting rid of and settling the rural debt to advance the reform of rural basic units' regime and form a complete set of rural and urban system;constructing and improving the payment's transform system between governments to make public financial progressively spread rural areas;building up the democratic decision-making system of rural communities' public goods.
