| Abstract: | The presentation of legislative bill is the first step legislative procedure.Whether the disposition and movement of legislation proposal right are democratic or not,affect the value appraisal to the entire legislative procedure.Taking the democratic idea and principle as the standard,this article discusses the various subjects' power of legislature proposals in the central legislation institution,pointes out some questions and the shortcoming,and gives the corresponding measure and the suggestion on the basis of the overseas comparison. |
