以构建和谐社会引领西部大开发

西部大开发实施五年来,取得了显著的成绩,但并没有从根本上缩小西部和东部的差距,究其原因,是西部地区自身环境,尤其是软环境存在相当缺陷.还需要缓解一些矛盾、创造一些条件.本文论述了西部地区政府转变政府职能,构建和谐社会,营造良好法治环境、社会环境和自然环境等三个环境对于引领西部大开发的意义和作用.

Taking the Lead of Great Development of Western China by Constructing a Harmonious Society

Since the implementation of the great developement of the Western China for five years,we have obtained obvious achievements.Howerer,the distances in developing between the East and the West has not yet been shortened.This reason lies in the self-environmets of the Western Areas,particularily in the shortcomings of their soft environments.So some contradictions need to be alleviated and some conditions need to be created.This paper deals with the meanings and functions of the governmental reform,the stabliohment of harmonious society and the construction of good environments in the aspects of lawful society,good social relationship and natural ecology to the Western development.
