基于DEA-Malmquist指数的贵州生态经济系统发展效率评价

从系统论的视角出发,建立特定的投入产出评价指标,选取2001~2012年贵州省及2007~2012年各地级市及自治州的截面数据为样本,运用DEA模型和非参数Malmquist指数法对其的生态经济系统发展效率进行静态和动态趋势分析。结果显示:多数年份的生态经济系统发展效率为非DEA有效,存在资源配置不合理及资源浪费等问题;年平均TFP指数仅为0.989,呈衰退趋势,其中技术进步是造成TFP指数总体偏低的主要影响因素。并据此提出优化人力资源结构、发挥贵州资源禀赋优势、推行绿色GDP制度、提高科技投入等建议。

Evaluation research on the development efficiency of Guizhou ecological-economic system based on DEA-Malmquist index

From the perspective of system,the paper establish specific input and output evaluation index and select the cross-sectional data of Guizhou Province from 2001 ～ 2012 and the cross-sectional data of prefecture-level citys and autonomous prefecture of Guizhou Province from 2007 ～ 2012 as samples,It calculate development efficiency of ecological-economic system from the static and dynamic perspective by using DEA model and nonparametric Malmquist index.The paper fimds that development effciency of ecological-economic system is non-DEA effffcient in most years,it exist the problems that irrational allocation of resource and a waste of resource ; And the average TFP index is only 0.989,it indicate that development efficiency of ecological-economic system declines,technological progress is the main factor causing the low TFP index.And it puts forward to optimize the structure of the human resources,plays the advantages of resources endowment、pursues the green GDP system and increases the investment in science and technology.
