| 摘 要： | 文章从污染物排放的总量控制与初始排污权的分配方面分析了排污交易市场的管制机制问题，分析的结论表明：政府管制排污权交易市场的目标是在成本最小化的条件下调整厂商的数量和规模，以便使市场达到与总量标准有关的社会最优化产出、厂商规模和市场结构，并且，排污权交易制度给予厂商最优调整其规模以反映平均成本与外部成本之差额的激励。
