论舆论引导与舆论监督之关系——从加强党的执政能力建设的角度进行考察

新闻传媒是党的重要的执政资源之一.党使用新闻传媒达到什么样的水平,从一个方面折射出其执政能力所达到的水平.应在加强党的执政能力建设的视野中,以舆论引导和舆论监督与党的意志、与受众、与舆情、与事实的关系为参照系,解析舆论引导与舆论监督之间的关系:两者在新闻真实性方面有着颇为严格的相同之处;对舆情的调查、分析是舆论引导的起点,也是舆论监督的起点;媒体进行舆论引导,必须善待作为引导对象的媒体受众(人民群众),尊重人民群众的国家主人的身份,尊重其知情权等民主权利,实施舆论监督,则必须善待作为监督行为的主体的受众(人民群众);两者在体现党的意志方面有着一致性.

On the relationship between Direction of Public Opinion Leading and Supervision by Public Opinion——from the Perspective of strengthening the Party's Abilities of Administration

Media is one of the important tools that the Party uses in administartion.The way how the Party uses media can tell its administration ability.Based on the point of strengthening the Party's leadership,this paper aims at explaining the relationship between directing and supervising public opinion,in reference to its associations with the Party's will,audience,public opinion and facts.This paper holds the idea that the two have great similarity in the truthfulness of news.The research and analysis of people's opinion is the starting point of leading and supervising public opinion.When leading public opinion,the media must treat the audience nicely,who are the people to be led,and respect their status as the state's owners and respect their civil rights.When supervising public opinion,the media must respect the audience.These two points see identification in showing the Party's will.
