| 摘 要： | 立法后评估是指法律实施一段时间后，有关政府部门、组织或人员对其实施效果等进行的评估。它有助于主体根据法律实施中存在的问题，分析其立法上的原因，从而进一步完善立法。立法后评估的标准包括一般性标准与特殊性标准两个方面：一般标准属于基础标准，体现了对立法实施效果的基本价值追求；特殊标准也称为具体标准，是某一部门对法律法规实施绩效的衡量尺度。

| Abstract: | The legal performance evaluation is that some governmental sectors,organizations and some people evaluate the effects of legal performance.It helps to find out legislative problems in the enforcement of law and so as to improve the legislation.The legislative standards include two aspects,the general standards and the special standards.The general standards are the basic standards and represent the basic value,according to which the legislation achieves the effects.The special standards are also called the concrete standards and concern the equalized criteria for which the law achieves the performance. |
