摘    要:目前,我国农村居民点用地存在土地利用率及容积率低的问题,使农村居民点的集约利用、规模整治问题逐渐成为关注的焦点.本文以辽宁省盘山县13个乡镇为例,在调查及数据统计基础上,采用GIS分析、多因素综合评价及数理统计方法,对盘山县农村居民点整治理论潜力及潜力分级进行测算,并以二调数据为基础,利用多个评价指标对整治潜力进行修正.结果表明:盘山县农村居民点整治潜力较大,约有22.67%的现状农村居民点用地可供整理;不同潜力级别的乡镇应采取相应的整治模式,明确整治时序,Ⅰ级潜力区可通过建立示范区优先整理;Ⅱ级潜力区以向中心村集中和建立"绿带"为主紧随其后;Ⅲ级潜力区应以改变居民传统居住观、土地观为首要任务;Ⅳ级潜力区整治难度最大,可延后进行整治工作.研究得到的潜力分级结果具有可行性,提出的调整方向具有现实指导意义.

Abstract:At present, rural residential land of our country has many problems on land use, such as the low land utilization ratio and the low volume rate, which makes the focus of attention became inevitably on intensive use and land consolidation. Based on comprehensive surveys and large statistical data, this paper takes Panshan County in Liaoning Province as an example, studied the land consolidation potential and its classification using the GIS technology, multi-factor comprehensive evaluation and the mathematical statistics method. The results show that there was 22.67% rural residential land which could be consolidated. Nonetheless, the township in different potential classes should take corresponding consolidated mode and identify the working order. It is suggested the consolidation could be started from the township in first potential class as built demonstration area; the second class should, give priority to concentrating toward central country and built "Green Line" ; the top priority of consolidation in the third class was to change the residents~traditional living view and land view; the last class could postpone the consolidation. This study was based on data of the second land survey and the county statistics, and amended the consolidation potential using multiple evaluation indexes, which can illustrate the feasibility of potential classification. The consolidated direction it put forward had realistic significance.
