农地发展权视角下的农地征收与耕地保护问题研究

我国人均耕地资源不及世界平均水平的一半，人地矛盾十分突出，为此国家实行最严格的耕地保护制度，但是并没有从“根”上解决经济发展与耕地保护二者之间的矛盾。本文以农地征收为突破口，分析现行征地制度的弊端，并从设置农地发展权、改革现行征地制度、完善农地产权制度的视角为此问题的解决提供思路。
