公益创业扶贫:理念、困境和发展思路

以政府为主导的外生性扶贫范式、理念、思路已无法适应扶贫新阶段的内在要求,扶贫思路、框架及重点亟需调整。公益创业扶贫理念的兴起有助于人们跳出传统扶贫思维禁锢的预设,引起人们对贫困群体内生性脱贫能力的重视。公益创业为公益创业扶贫提供理念、模式、经验、理论等支持,但公益创业扶贫话题是公益创业与扶贫相结合的新兴领域,还有很多难点如理论体系构建、公利与私利界定、公益创业扶贫专业性、政府与企业主动性等制约着其发展。基于难点的分析,认为应构建战略性理论框架、公利与私利界定三维体系、三位一体教育模式、四位一体推进模式等。

Social Entrepreneurship Poverty Alleviation:Concept,Dilemma and Development Ideas

Government-oriented exogenous poverty alleviation paradigm,concept and ideas are unable to adapt to the inherent requirements of poverty alleviation at the new stage,and it is urgent to adjust the poverty alleviation ideas,frameworks and focus.The rise of social entrepreneurship poverty alleviation concept helps people to jump out of the presupposition of traditional poverty alleviation thinking imprison and brings people to attach importance to endogenous capacity of shaking off poverty among poor group.Social entrepreneurship provides supports of concept,pattern,experience,theory and so on for social entrepreneurship poverty alleviation.But the issue of social entrepreneurship poverty alleviation is an emerging area of the combination of social entrepreneurship and poverty alleviation,it still has some difficulties that restrict the development of social entrepreneurship poverty alleviation,such as the theory system construction,the definition of public interests and private interests,the specialty of social entrepreneurship poverty alleviation and the initiative of the government and enterprises.Based on the analysis of the difficulties,this paper considers that we should construct strategic theory frame,three-dimensional system of public interests and private interests definition,trinity education mode and quaternity advancing mode.
