| 摘 要： | 新公共管理改革之后，整体政府已经成为新一轮改革中的一种新趋势，它是对新公共管理改革中出现的一些消极问题的回应。在国家“十一五”规划中，区域发展问题被放到特别重要的位置。区域一体化推动了地方行政向区域行政的转型。本文从经济区与行政区的关系的视角分析区域一体化发展的障碍和制度瓶颈，进而提出与区域一体化发展要求相适应的整体政府建设。

| Abstract: | After the reform of new public management,comprehensive government has become a modern trend of the new round of reforms,which is a response to those negative problems happened in the reform of new public management.The regional development problems were paid much attention to in the eleventh five-year plan.The regional integration promotes the transformation from local administration to regional administration.This paper analyzes the obstacles and institutional choke from the relation between economic region and administrative region.It also puts forward the construction of comprehensive government adapt to the requirements of regional integration development. |
