20世纪30年代，在法西斯势力高涨并给世界局势带来动荡不安时，苏联提出了维护世界安宁的正确路线——集体安全政策，但最终却以苏德条约的签订而宣告破产。究其原因是多方面的。尤其是西方国家对法西斯国家的绥靖政策及祸水东引的不良居心一直以来被认为是该政策失败的关键。本文将转换视角，从苏联方面对待资本主义国家以及法西斯国家的真实心理来破析苏联对集体安全计划失败应付的责任。

Soviet Responsibility - Reasons for the Failure of Soviet Collective Security Policy

In the 1930s, Soviet Union proposed the collective security policy which was expected to sustain the world peace during the turbulent age with sharp rise of fascist power. However, this wise policy went bankruptcy at the instant of conclusion of the Non- aggression Pact between the Soviet Union and Germany. The reasons are manifold, especially that the Western＇s sinister intentions to appease the fascist countries so that avoid fascist attack to themselves and guide the fascist power＇s aggression towards the Eastern has always been considered to be the key to the failure of the policy. This thesis will argue this subject from a different angle which will search for Soviet responsibility to the failure of Collective Security Policy through analysing the real attitudes of the Soviet Union towards the capitalist and fascist countries respectively.
