| 摘 要： | 清代前期，清廷在胶东地区进行海防建设，最终形成海防陆地绿营兵与绿营水师共同负责海防事宜，以军港、海湾、岛屿等塞为依托的水陆相维的海防体系，这一海防体系在抵御海上入侵、维护海疆安全方面发挥了重作用。
