浅析公民社会组织在经济社会发展中的重要作用——以山东省枣庄市为例

在经济社会发展过程中,各级政府承担着管理社会公共事务的重要职能,也是义不容辞的重要责任。但公共管理的理论和实践表明,对各种公共事务的管理政府不能唱独角戏,必须鼓励和引导公民社会组织或非政府组织加入,必须借助大量社会资源,以弥补政府功能及其自身力量的不足,从而实现"政府"和"非政府组织"双轮驱动,共同促进经济社会科学发展、和谐发展。非政府组织在枣庄市经济社会发展中发挥了举足轻重的作用,具有十分重要的现实意义。各级政府应该重视、扶持和规范发展公民社会组织或非政府组织,进一步挖掘其潜能,激发其主观能动性,共同推动经济社会健康持续发展。

Analyses the Civil Society Organizations in Economic and Social Development of the Important Role——in Shandong Zaozhuang,for Example

In economic and social development process,governments at all levels responsible for the management of social and public affairs of the important function,also is the duty-bound important responsibility.But public management theory and practice shows that to all sorts of public affairs management the government cannot fly sing,must encourage and guide the civil society organizations or nosy to join,must have the aid of a large number of social resources,to make up for the government function and its own strength is insufficient,so as to realize ＂the government＂ and ＂non-governmental organization＂ double drive,and jointly promote economic and social science development,the harmonious development.Non-governmental organizations in zaozhuang in economic and social development played an important role,and has very important realistic meanings.Governments at all levels should pay attention to,support and standardize the development of civil society organizations or ngos,further to explore its potential,arouse their subjective initiative,to promote the healthy and sustained development of economy and society.
