| 摘 要： | 做强京津冀区域高等教育是人们普遍关注的问题。提出国家竞争力理论和主体功能区理论是做强京津冀区域高等教育的理论基础。同时,从实践上对做强京津冀区域高等教育进行探索,即根据主体功能区的划分,加强区域高等教育发展规划;建立高等教育综合改革试验区,开展区域高等教育发展模式的探索;扩大和落实高校办学自主权,构建＂区域大学联盟＂;加大区域统筹,根据国家战略打造具有区域优势的核心学科。
