在农村推行免费义务职业教育的战略思考

我国就业和社会经济的发展急需扩大对农村的职业教育。一方面，农村剩余劳动力转移就业需要职业教育；另一方面，产业结构优化升级需要职业教育；同时，提高农村劳动力的就业和创业能力，促进农村人口向劳动力资源转化也需要职业教育。而长期以来家庭作为职教投资主体的模式却限制了农村职教的发展。为此，必须设计真正兼顾农民利益的免费中职教育机制，并尽快向农村推广。

The Strategic Thinking of Implementing Free and Compulsory Vocational Education in Rural Areas

At present,China's employment and socio-economic development in rural areas need to expand vocational education urgently.On one hand,the transfer of rural surplus labor force employment needs vocational education;on the other hand,to optimize and upgrade industrial structure need vocational education.At the same time,enhancing the employment of rural labor force and entrepreneurial capacity,and promoting the rural population into the labor resources also need vocational education.But for a long time the family as the main mode of investment in vocational education has restricted the development of vocational education in rural areas.Therefore,we must take into account the interests of the peasants and design truly "free vocational education",and to promote it into rural areas as soon as possible.
