摘    要:根据长江洪水特征和长江中下游防洪要求,对长江上游干、支流水库群如何配合三峡水库解决长江中下游防洪问题进行了探讨,提出了“蓄泄兼施,先泄后蓄,能泄则泄,该蓄则蓄”的水库群调度原则.主要是充分利用河道的宣泄能力,减少干支流水库群拦蓄腰、基流水量,使防洪库容在关键的洪峰流量出现过程中,发挥拦洪削峰作用,提高防洪库容有效系数,为长江中下游防洪发挥更大作用.

Abstract:Based on the characteristics of the Yangtze River flood and the flood control requirements of the middle and lower reaches of the Yantze River,an investigation on how to solve the flood control of the middle and lower reaches of the Yangtze River,and aiming at how to collaborate the mainstream and branch reservoir group of the upper reaches of the Yangtze River,with the Three Gorges reservoir,is carried out.A multi-reservoir regulation principle is established on "Both storage and discharge; Discharged before storage; Discharged when having capacity of being discharged; Store if being able to store". The principle fully utilizes the discharge capacity of the river to reduce the flow volume retained by the mainstream and branch reservoir group, which not only causes the flood control capacity to play a key role in flood retaining and peak cutting during the occurrence of the vital peak flow but also raises the flood control reservoir capacity rate. Both of which are expected to serve more in the role of flood control of the middle and lower reaches of the Yangzte River.
