基于折算耕地的水库移民生产安置人口计算

水库移民是水电建设中不可回避的问题,而农村移民安置是水库移民的重点和难点.农村移民安置分生产安置与搬迁安置两方面,其中生产安置是农村移民安置的核心.生产安置的基础是计算生产安置人口,即确定生产安置任务.而生产安置人口的计算,既有很强的政策性,又有较强的技术性,计算是否科学合理将直接影响到水库移民工作能否顺利实施.根据不同水库淹没区存在的土地资源类型,结合不同地区移民工作的实践,提出了基于折算耕地的生产安置人口计算方法,并通过一个工程实例说明了其理由.

Calculation of Population with Production Resettlement in Reservoir Resettlement Based on Conversion of Farmland

The reservoir resettlement is an unavoidable issue during the hydropower development.The rural resettlement is the key problem in reservoir resettlement;and it includes production resettlement and house relocation.Of them the production resettlement is more important.The prerequisite for production resettlement is to calculate the number of population with production resettlement,which means the allocation of the production resettlement task.The calculation of population with production resettlement is both a political and technological matter.Whether the calculation is reasonable or not will directly affect the implementation of reservoir resettlement.According to the types of farmland in reservoir inundation area and through putting the resettlement practice in different areas into consideration,a new calculation method of production population which based on conversion of farmland is proposed;and a case study is given to expound some reasons.
