| 摘 要： | 清代前中期，会馆、公所等行会组织广泛介入城市的经济、社会保障和市政建设等领域，成为城市管理的一支重要力量。清代前中期城市行会等民间机构之所以承担了大量的城市管理职能，既是清代前期城市经济社会发展的结果，也是国家有意为之。
