社会信息化发展与和谐社会建设

信息化首先是指信息技术的研发和应用过程。在这个过程中，一方面政府可以起到巨大的推动作用，另一方面政府可以不断提高其构建和谐社会的能力。信息化在社会生产活动中表现为信息成为基础性资源，从而有利于经济与环境的和谐。由于信息处理过程的普遍性，信息化使得社会发生结构性的变化和更加具有创造活力，并且有利于经济与社会的和谐。但是，信息化也给社会系统的安全、结构的稳定和个人的发展带来了巨大的风险。如何制定政策以化解这些风险，是政府在推动社会信息化的过程中所必须考虑的。

Social Informationized Development and Building Harmonious Society

Informationization firstly refers to the process of researching and applying information technology. In this course, the government can play an enormous role on the one hand, on the other hand imformationnization makes the government construct harmonious society by providing more terms and supports. Secondly, the informationization is shown in the activity of production as information becomes basic resources, thus is favorable to the harmony of economy and environment. At last, because of of the information processing course in the university, the informationization makes the society change structurally and is favorable to the harmony of economy and society. But informationization also brings unfavorable influence on social security, stability and individual development. Government must consider how to make policies to solve these problems during the process of promoting social informationization.
