建设低碳城市群有利于发挥城市群低碳技术创新的规模效应,共同治理环境污染、减少资源消耗等问题。低碳城市群建设是一个系统工程,必须实现引导系统、动力系统、支撑系统和保障系统的有机统一。建设低碳城市群是长株潭城市群建设资源节约型、环境友好型社会的重要内容和有效途径。立足低碳城市群建设四大系统,需要创新规划引导、低碳产业发展、低碳技术创新、低碳金融发展、低碳合作、低碳试点和低碳管理七条关键路径。

A Study of Low-Carbon Urban Agglomeration Development Road from the Systematic Perspective——A Case Study of Chang-zhu-tan Urban Agglomeration

Development of low-carbon urban agglomeration is beneficial to exerting scale effects of low-carbon technology innovation,managing environment pollution and reducing resource consumption.Development of low-carbon urban agglomeration is a system project,which needs the combination of guidance system,driving force system,support systems and guarantee system.Developing low-carbon urban agglomeration is an important content and an effective way of building two-oriented society in Chang-Zhu-Tan urban agglomeration test area.The following seven measures are crucial for the development of low-carbon urban agglomeration: innovative plan,development of low-carbon industries,innovation of low-carbon technology,development of low-carbon finance,low-carbon cooperation,low-carbon experiment,low-carbon management.
