陕西省科技计划项目执行情况调查与分析研究

科技计划是影响科学技术及相关环境未来发展的行动方案,是政府组织科学研究和技术开发活动的基本形式。因政府设立科技计划项目越来越多、支持力度越来越大,科技计划执行情况和效果受到多方关注。陕西省省级科技计划分为陕西省科技统筹创新工程计划、陕西省科学技术研究与发展计划,以及陕西省重大科技创新专项资金计划。陕西省重大科技创新专项资金项目计划作为陕西省科技计划体系三大计划之一,对其分析研究具有代表性和现实意义。通过对陕西省重大科技创新专项资金计划项目历年立项和验收数据的分析,以及2012年度项目实施情况的统计调查,全面掌握该计划的运行现状。结果表明陕西省省级科技计划项目管理存在对项目承担单位调研不足、监管力度不足、验收不及时,以及成果登记量较少等问题,并在此基础上有针对性的提出意见和建议:必须完善立项制度、加强法规执行、重视中期评估,以及加强对成果登记工作宣传等建议。

Investigation and analysis on implementation of science and technology project of Shaanxi province

Science and technology plan is the action plan for future development of S＆T and related environment. It is the basic form of government organizing of S＆T activities. The implement status of S＆T plan is taken more focus because the S＆T plans are more and more. Shaanxi S＆T co-ordinate innovation project, Shaanxi S＆T research and development plan, and Shaanxi major S＆T innovation special fund project are the three parts of the Shaanxi S＆T project. Therefore, Shaanxi major S＆T innovation special fund project is one of the three biggest Shaanxi S＆T project, taking it for example is typical and practi- cal significance. Did survey on the Shaanxi major S＆T innovation special fund project through its appro- ving, implementation, acceptance and each stage of the plan, got the overall implement status, and found some problems of Shaanxi S＆T plan management, such as lack of survey of the undertaking units, lack of supervision, the acceptance is not timely, and the S＆T fruit registration not enough. At the end, some suggestions are proposed ： perfect project approving, strengthen the enforcement of laws and regulations, pay attention to the mid-term evaluation, and do more publicity work on the S＆T fruit registration.
