| 摘 要： | 界定了煤矿区生态环境恢复补偿机制的基本内涵,研究提出了煤矿区生态环境恢复补偿范围、责任主体、补偿途径与方式;采用边际成本和因素分析法,建立了提取煤矿区生态环境恢复补偿资金的计算模型;通过调查与统计,分别得出生产煤矿和已报废、即将报废煤矿的补偿标准;并提出了实施煤矿区生态环境恢复补偿的政府手段和市场手段。

| Abstract: | The eco-environmental instauration compensation system for coal mine area was suggested from compensation scope,responsibility principal parts and compensation way.Establish the calculating model of withdrawing the compensation fund for eco-environmental instauration of coal mineral area by applying methods of marginal cost and factor analysis.By means of survey and statistics,to draw respectively the compensation standard of the producing coal mines and the coal mines which have been discarded and are about to discard.The governmental and market instruments of eco-environmental instauration compensation for coal mine area are also put forward. |
