云南边境民族社区社会管理创新路径探析

边境民族社区在促进云南边疆繁荣稳定、维护民族团结发挥着重要作用。云南边境民族社区创新社会管理面临认识不足、机制不顺，经费短缺、人才缺乏、自治能力低、跨境违法犯罪严重等困难和问题，为此，应采取理顺社区管理机制、强化社区主体地位、推行社区网格化管理、培育发挥新型社会组织和非正式组织的“善治”功能、创新边境社区人口管理模式等措施，进一步推进云南边境民族社区社会管理创新。

Exploration of the Social Management in Community of in Boarder Area Peoples

The community of border people plays an important role in the prosperity and stability in the bor- der area in Yunnan. The problems of social community management in the border areas in Yunnan lie in insufficient awareness, ineffective policy, lack of funds and talents, low selfmanagement ability, and severe transboundary crime. The innovation of the social management of the community of border peoples should be carried out through putting forward the effective managerial policy, enhancing the initiative awareness in the community, making use of network management, and fostering the managerial function of the official and nonofficial organization.
