发展公民教育应当注意的两个问题

公民是构成社会的基本要素,公民素养水平的高低直接关系到社会的发展进程和社会的文明程度。在如何开展公民教育,如何提高公民素养的研究过程中,我们遇到很多问题。首先,在观念上厘清＂公民教育＂与＂西方民主＂的关系,是清除思想障碍,在我国顺利开展公民教育的关键;其次,在实施过程中,应尊重社会历史发展的规律,充分利用社会实践和社会各方面力量,做到社会制度的建设与公民素养教育同步进行。

Consideration of Two Problems of Civic Education in China

The citizen is the fundamental element of the society,whose qualities directly relate to the development of the society and the degree of the social civilization.In the process of how to promote the citizen education,and how to improve the qualities of citizens,we have met with lots of problems.First of all,it is the key to eliminate the mental barriers and carry out the citizen education smoothly that drawing a clear distinction between ＂citizen education＂and ＂western democracy＂.Secondly,in the process of implementing it,we should obey the natural rules of history development,make full use of the forces from social practice and all walks of life,and have the construction of the social system keep the pace with citizen education.
