| 摘 要： | 各地频发的群体性事件,对政府部门的社会管理能力提出了挑战.如果不能正确地处理好维稳与维权的关系,妥善地解决好群体性事件,最终会影响社会稳定和经济发展.从分析导致群体性事件发生的原因入手,深入探析应对群体性事件的措施——“防”、“分”、“调”、“解”,以期对政府加强和创新社会管理能力提供有益参考.
