| 摘 要： | 网络文化的迅猛发展，使网络舆论对社会稳定、经济发展、文化安全等多个方面产生了深刻的影响，网络舆论的负面效应也随之逐渐显露。为了充分发挥网络舆论的正面作用，应从网络文化建设入手，通过加强网络文化的生态环境建设、制度化建设、主流文化建设以及科学运用的能力建设，来形成一个立体化多渠道的网络舆论引导模式，以充分发挥网络舆论的正确作用。
