On the intervention of roles of public participators in implementation of city construction

This paper aims at the cognizance of diversion and influence of relationships between landowner,developer,user,designer and other roles in the implementation of land and capital exploitation.With the analysis of diversion and intervention between government,developer and public,and the assurance for the quality of the development of construction,results show the speciality and function of the roles and emphasized that the understanding of the relationship among all of the roles determined the quality of the implementation of city construction,and reinforced the complexity in the system of implementation of city construction.
