| 摘 要： | 城市公园作为城市公共资源的重要组成,其公平享用应是城市规划和建设的重要内容.本文从空间区位和空间关系的视角提出了包含可达性、服务覆盖率、服务重叠率、和人均享有实际可达公园面积的多指标综合评价模型,并基于GIS-RS技术建立和实施了公平性评价模型的算法流程.对上海外环线以内公园区位分配公平性的实证研究表明:模型估计的公园实际服务范围可以为解决空间分布的供需矛盾提供决策信息;公园服务覆盖率及服务重叠率指标可以为新建城市公园的合理布局提供有科学依据的政策性思考;模型从居民享有公平性角度计算了人均享有可达公园面积,能较好地体现出以人为本的规划思想;模型实现方法简单,易于推广.
