沈阳经济区建设用地开发适宜性评价

摘    要:建设用地开发适宜性评价是城市建设用地规划空间布局和选址的重要依据.本文从土地、社会、环境、政策4个因素构建评价指标体系,对沈阳经济区开展建设用地开发适宜性评价研究,结果显示: 1)沈阳经济区适宜进行建设用地开发的区域总体不多,最适宜和较适宜等级占全区面积比例约23.95%,主要集中在各地市行政中心所在地及外围区域; 一般适宜等级集中在沈阳经济区的东部地区和西北部地区;不适宜和禁止建设等级在全区呈现出分散分布的特点. 2)最适宜和较适宜等级分布较多的区域包括和平区和沈河区等地;一般适宜等级分布较多的区域包括西湖区和明山区等地;不适宜和禁止建设等级分布较多的区域包括法库县和辽中县等地. 3)现状建设用地分布总体上较为合理,约73.33%分布在最适宜和较适宜等级内;然而约8.76%的建设用地分布于不适宜和禁止建设等级内;另外在最适宜和较适宜等级范围内仍存在大量的区域没有被开发建设.研究成果可以为确定沈阳经济区建设用地增长方向和国土空间规划方案的优化配置提供参考,同时也有助于探究我国适宜建设用地的空间差异性规律.

Suitability evaluation of construction land in Shenyang metropolitan area

Abstract:Construction suitability evaluation is an important basis for the spatial layout and site selection of urban construction.We constructed a suitable evaluation index containing the following four aspects:natural land factors,social factors,environmental factors and policy factors then applied this index system to Shenyang Metropolitan Area.It was found that the most suitable and suitable construction land only accounted for 23.95% largely concentrated around the city center.The generally suitable land was in the eastern and northwestern parts The not-suitable and prohibited land areas were in the Midwestern regions.The most suitable and the suitable construction land were mainly in Heping,Shenhe and other places.The generally suitable lands were mainly in Xihu,Mingshan and other places The not-suitable and prohibited land areas were mainly in Faku,Liaozhong and other places.Although the distribution of the current construction land was largely reasonable,8.76% of the current construction land was in the unsuitable and prohibited land areas.But 70.71% of the most suitable and t suitable construction land level were not construction land in 2012.The present work could contribute to the management direction of construction land and the optimal allocation of land space planning program,could also provide some basis for the formation of spatial differences of suitable construction land.
