| 摘 要： | 以广西75个县域农村危房改造为例,通过专家咨询法等,确定了抗灾能力的评价指标,计算得到了各县的抗灾能力,结合县财政收入水平,将县域分为I～Ⅳ类区域.根据4类不同区域对政府投入的需求度,探讨了已开展危房改造县的政府投入的合理性.最后,根据这4类区域的不同特征,提出了包括居民自建、政府投入、移民安置和农房保险在内的开展广西农房改建的综合模式,以期为农村防灾减灾以及灾害风险管理提供良好的实践案例.
