| 摘 要： | 在分析当今中国农村养老保险制度的现状以及问题的基础上，提出改善、强化农村养老保险制度的总体思路和具体对策。认为应利用商业保险与社会保险的互补性，因地制宜地建立多层次、多渠道的农村养老保险制度；同时，要转变政府职能，加强保险基金的管理。

| Abstract: | Based on the analysis of current situation facing Chinese rural pension insurance system, the paper puts forward an overall conception and some concrete countermeasures. Commercial insurance is complementary to social insurance, so measures can be taken to establish many-level rural pension insurance systerm. At the same time, the transform government function and the management of insurance fund should be strengthened. |
