| 摘 要： | 叶剑苏的文章说明按要素分配与萨伊教条的区别这一主旨是好的,但却认为按要素分配的存在条件是市场经济,又说是生产要素归属不同所有者,还认为按要素分配只能在非公有制经济中实行,这都是错误的。因此,需加以讨论并进一步阐述:生产要素分属不同的所有者,并不是按生产要素分配规律赖以存在的根本条件。生产要素的重要性和稀缺性,才是这一规律存在的基础或条件。按要素分配是我国社会主义市场经济整体统一的分配方式。不仅非公有制要按要素分配,公有制经济也要按要素分配。
