加强河北省农村公共文化服务体系建设研究——以张家口市为例

构建农村公共文化服务体系，是统筹城乡发展、构建和谐河北的内在要求。近年来，张家口农村公共文化服务事业发展较快，但仍存在一些问题，如发展理念不清，资金投入不足，市场相对滞后等。应该从转换政府职能、深化文化体制改革、加快地方规范性文件及相关政策的制定、增加资金投入、加强队伍建设等方面推进农村公共文化服务体系的构建与发展。

On Strengthening the Construction of Public Culture Service System in Rural Area in Hebei Province

Constructing the public culture service system in rural area is the necessary step to coordinate the development of urban and rural area and to construct a harmonious Hebei Province. In recent years, Zhangjiakou has made rapid progress in constructing public culture service system though there are some problems, such as unclear development concept, inadequate investment, and backward market development. As a result, the construction and development of public culture service system in the rural area calls for the shifting of government role, deepening culture system reform, accelerating the formulation of local regulations and policies, increasing capital investment and cultivating talents.
